I am not sure conventional telephone lines (POTS). But most VoIP systems, such as AT & T CallVantage and Verizon VoiceWing provides reports and call logs. I recommend watching them if you have a broadband connection to the Internet.

Ask your phone company to give a detailed account of every month.
I do not know if this is the right way on this issue.
What about a timetable, so that each child a certain time to argue activate and deactivate, registration form, a clock, or get them all to the table and discuss (not to dictate) What may be right.
